This report, ’technical report number 006′, summarizes the current technical and workflow issues found for setting up digital archives and integrating them in a television environment. The EBU P/DATA Group surveyed broadcasters, archives and vendors in 2009, to identify the most important challenges and experiences when fully integrating a file-based archive in television production. Survey participants were asked about project management, outsourcing, file format standardization, impact of new workflows on retention policy, and what broadcasters expect from the EBU regarding standardization and training among other issues.
This document provides a realistic look at how European broadcast archives are dealing with major changes in workflow and approach. Their difficulties with project and change management on the one side and on the technical side, the lack of interoperability between vendors, inadequate networks and legacy-system integration are clearly highlighted. It is especially interesting in that vendors were included in the survey. It also has recommendations from the survey participants on how to tackle some of the difficulties. This report is good reading for those seeking an overview of the current television broadcast archive and related vendor landscape in Europe.
